Avslutning


Konferensen närmar sig sitt slut. Ett redaktionsutskott har jobbat hårt för att komma fram till ett gemensamt uttalande som alla kan skriva under. Ett tämligen knivigt uppdrag, men snart ska det vara klart. Jag lägger ut det här sen. Snart bär det iväg till thailand där jag ska träffa folk som jobbar för demokrati i burma.

Om Världsaidsdagen på lördag

Idag den första december är världsaidsdagen.
Hiv/Aids är ett av de största hoten mot mänskligheten. I skuggan av diskussionen om klimathotet har kampen mot Hiv/Aids kanske hamnat i bakvattnet. Men AIDS är fortfarande en världsomspännande epidemi, som urskillningslöst skördar offer över hela vår jord.
Det finns förvisso exempel där utvecklingen går åt rätt håll. Många länder, framför allt i den rika delen av världen, har lyckats minska spridningen av viruset, och utvecklingen av mediciner har gjort att man kan leva ett nästan normalt liv med sjukdomen. Å andra sidan finns det länder i tredje världen där utvecklingen går åt motsatt håll. Stigmatisering och diskriminering av HIV-smittade är fortfarande vanligt i stora delar av världen. Ojämlika samhällen där kvinnors rättigheter inte respekteras förvärrar situationen ytterligare.
Statistiken är skrämmande. Varje dag smittas 6800 personer av HIV. Varje dag dör 5700 personer. Varje dag. Året runt.
33 miljoner personer bär på HIV-viruset.
5.000.000 barn i Afrika är HIV-positiva. Fem miljoner barn.
Under förra året dog över två miljoner människor av sjukdomen.
Den skada som epidemin orsaker de afrikanska länderna söder om Sahara är oerhörd.
Även om bromsmediciner har blivit billigare och mer tillgängliga, så finns det fortfarande mycket kvar att göra. Fler sjuka behöver tillgång inte bara till mediciner, utan också till ett fungerande hälsosystem. Kampen mot den globala fattigdomen och kampen mot HIV/AIDS går hand i hand.
Jag har just deltagit det första globala parlamentarikermötet med HIV/AIDS som tema. Interparlamentariska unionen (IPU) arrangerade mötet som ägde rum i Manila 28-30/11. 155 parlamentariker från över femtio länder samlades för att diskutera hur man ska gå vidare i kampen mot HIV/AIDS. Bland annat presenterades en handbok för parlamentariker med konkreta åtgärder som parlamenten kan använda i sitt arbete mot HIV/AIDS. I diskussionerna på mötet blev två saker väldigt tydliga. Dels hur oerhört ojämlika förutsättningarna är i olika länder. Vi i den rika delen av världen är väl rustade för att möta hotet, och måste dela med oss till dem så har det oerhört mycket sämre. Det andra är det stora globala engagemanget i kampen mot HIV/AIDS.
Vi i Sverige har gjort mycket, men vi får inte slå oss till ro. Sjukdomen sprids fortfarande bland unga i Sverige. Informationskampanjer behöver bli lika stora och tydliga som på 80- och 90-talet. Vi är en av de största bidragsgivarna till FN:s AIDS-organ, UNAIDS, och vi riktar mycket av vårt bistånd till att främja hälsa och bekämpa fattigdom. Det arbetet måste fortsätta. Därför är den pågående urholkningen av biståndet som den moderatledda regeringen genomför oroande. Bistånd ska gå till fattigdomsbekämpning och folkhälsoarbete, inte till skuldavskrivningar för svenska företag och flyktingmottagande i Sverige.

Missnöjd senator som förvägrats sin rättmätiga plats i senaten, har åtalats men vägrar följa domstolens order. Har anhängare bl.a i en grupp missnöjda soldater. Ockuperar hotell i downtown Manila, uppmanar folk och militär att revoltera, dock vad det verkar helt utan framgång. Missnöje med presidenten, rättssystemet och korruption är stor del av förklaringen till det som händer.


MANILA, Philippines -- A rapid-reaction team of about 50 officers, wearing gas masks and bullet proof vests, was ready at any time to storm a luxury hotel where rebel soldiers were holed up, according to Police Director Geary Barias of the National Capital Region Police Office (NCRPO)."We are ready to go at any time," Barias told reporters outside the hotel, where at least two armored personnel carriers had taken up position.This developed after police failed to serve the arrest warrant against Trillanes issued by Judge Oscar Pimentel of the Makati regional trial court.Pimentel has found Trillanes guilty of contempt of court.Trillanes said he would stay at the Manila Peninsula for “as long as necessary” after claiming that “nothing will happen” after the 3 p.m. deadline for their departure lapsed.“What we did was not only our duty but our moral obligation,” said Trillanes said in justifying his latest act of defiance, adding,“It is our duty as religious individuals to do what is right.”“Dumaan tayo sa tamang pamamaraan [We passed through the right processes]. Elected pero wala ring nangyari [We were elected but nothing happens]. They voted for me so that I can speak up for their rights and our advocacies,” said Trillanes, referring to his election as senator last May.He has been barred from participating in the Senate sessions because of the criminal cases that had been filed against him.Earlier in the day, Barias left the Manila Peninsula without talking to Trillanes despite setting the 3 p.m. deadline.A rebel soldier in uniform said Barias was “causing too much trouble.”Barias had ordered all guests to vacate the premises supposedly pending the results of negotiations between the government and Trillanes.“I am asking all guests of the hotel to leave so that we can do our jobs,” Barias said in a live interview earlier in the day.Barias issued the order as Trillanes and his comrades faced arrest after laying siege on the hotel.But Barias said they would try to negotiate with the Trillanes camp.Mariano Garchitorena, head of the Public Relations office of the Manila Peninsula, described the situation at the hotel as “calm” and said that if the order of the authorities was to vacate, they would follow it “like good citizens.”Garchitorena said they had around 400 guests but that he didn't know how many had left before the pro-Trillanes forces blocked the exits.Trillanes and other officers accused of leading the July 2003 rebellion walked out of their trial Thursday and marched through the streets of Makati calling for the ouster of President Gloria Macapagal-Arroyo.As of posting time, Trillanes and his comrades are at the Manila Peninsula where they are scheduled to hold a press conference.The soldiers, numbering around 30, were accompanied by armed guards as they broke down a door of the hotel, overwhelmed security guards and read out a statement against Arroyo with a full list of their demands.Heavily-armed government troops quickly surrounded the hotel in Manila's Makati financial district -- the same location of a failed 2003 coup against Arroyo allegedly led by many of the same soldiers.The renegades urged Arroyo to resign and called on the military, a central power in this vast Southeast Asian island nation with the power to make and break its leaders, to turn against her.People were going in and out of the Peninsula Hotel freely but a guest said he had been stopped by men with machine guns from going up to the second floor, where Brigadier General Danilo Lim, a co-accused, and others were said to be planning their next move.The surprise events appeared to have been well orchestrated.A detailed website immediately appeared on the Internet, announcing Lim and Trillanes as the leaders of the uprising. The site called on the Filipino people to mass in the financial district.All the soldiers were sporting red armbands with what appeared to be the letter "I" emblazoned in the middle of a white sun.The walkout began shortly after the trial resumed after a brief recess. Lim, who himself is detained and facing coup d’etat charges following an alleged failed coup attempt in February 2006, was pulled away by several soldiers from the witness stand.Trillanes and Lim said they were calling on the Filipinos to withdraw support from the government because the President has corrupted its institutions.“We are joining the people… because the President continues to violate the Constitution of the Philippines repeatedly,” Lim told DZMM’s Teleradyo program, adding they were “calling for the removal of an illegitimate President.”Trillanes, Lim and the other accused soldiers were joined by civilians, including a group of militant farmers and opposition figures led by former vice president Teofisto Guingona.It was not clear if the prisoners’ guards had joined the protest, but they marched along with the accused.Reports culled by INQUIRER.net reporters and staff said police have barricaded the streets leading to Ayala Avenue and that two military trucks had crossed Paseo de Roxas.Four Army trucks and anti-riot police have barricaded the hotel, according to reports.Meanwhile, Bayan Muna Representative Teodoro Casiño said Trillanes and Lim spoke rightly.“This government does not deserve the support of the armed forces and the people. We express solidarity with their cause and likewise call on President Arroyo to heed the people's clamor,” he said.Leah Navarro, a convenor of the civil society group, Black and White Movement, said she was shocked when radio reports said that her group was part of the protest march although she added that they would assess the situation.“I am shocked. I have nothing to do with it. In fact I am in Southwoods, Alabang in a golf tournament playing golf since 8 a.m. and which will be finished at 3 p.m.,” Navarro told INQUIRER.net in a phone interview.But Navarro also said that former social welfare secretary Corazon “Dinky” Soliman will be going to Makati “to see what’s going on.”“We have to assess the situation. Our main concern is that those marching are safe. We don’t want violence here. We know that this thing is spontaneous,” Navarro said.There have been at least seven coup attempts in the Philippines since 1986 as the armed forces have maintained a central role in the nation's political life since the ouster of dictator Ferdinand Marcos that year.But Arroyo has been under particular pressure since a tape recording emerged of her allegedly conniving with an election commission official to help orchestrate her 2004 re-election.She admitted it was a mistake to have called the official while the vote count had not yet been finished, but denied any wrongdoing.Since then she has fought off impeachment attempts -- while being regularly accused of having improperly won the election -- as well as actual and alleged coups.Thursday's dramatic events came just a month after Arroyo gave her predecessor and nemesis, popular ex-film star Joseph Estrada, a presidential pardon on charges of corruption.The government said the pardon was granted after the 70-year-old Estrada agreed not to pursue any elective office.He has always insisted his 2001 ouster from the presidential palace was a coup organized by the military, the powerful Catholic Church and the country's political elites.With reports from Julie M. Thriller in Manila....

En grupp soldater missnöjda med president Arroyo har ockuperat ett hotell (inte det jag finns på, tack och lov) i Manila och kräver presidentens avgång. Det hela verkar avlöpa utan våld, de har nu gett upp, men det har varit några dramatiska timmar. Militären står kvar på presidentens sida, och det hela verkar mest vara en symbolhandling. Hursomhelst så är det ett tecken på hur skör demokratin är här, och vilka konflikter som finns i det Filippinska samhället. Misstro mot etablissemanget, korruption, etniska motsättningar, ett svagt rättssystem och som sagt ett svagt demokratiskt system präglar landet. Hursomhelst, jag bor en bra bit från hotellet i fråga, och vi har en ganska massiv säkerhetsapparat här, så jag känner mig säker.

Nedan klipper jag in vårt systerparti Akbayans kommentar på händelserna:

"A crisis of institutions

The incident unfolding in Makati City today is not surprising. It is a logical conclusion to the abuses committed by the GMA administration, from the dismissal of the impeachment complaint to the clamp down of democratic and constitutional processes.

The situation is a result of the refusal of the government to address allegations of fraud and corruption squarely. The administration has evaded and manipulated constitutional processes to hold GMA accountable for allegations of monumental fraud. It compromised attempts to investigate with impartiality allegations of corruption involving the NBN deal; what we have witnessed instead is the brazen giving of pay-offs to legislators and local government officials. It manipulated the military and used coercion to persecute the opposition, as evidenced by the spate of extrajudicial killings and enforced disappearances..

Sen. Trillanes is an elected public official, and his mandate to serve is clear and not clouded by cheating and electoral fraud. He was elected with 11 million votes, and even the Senate, through a resolution, affirmed his right to represent his constituency and voted in favor of his serving as Senator. His election reflected the predominantly anti-administration sentiment of the people, and yet the GMA government continued persecuting him and the Magdalo soldiers, with their politically-motivated trial dragging for four years and Sen. Trillanes himself blocked from serving in the Senate.

The nation must root out the problems that have led to this incident. The 'Hello Garci' controversy, the onerous NBN deal, the alleged bribery of legislators and governors, the sham impeachment complaint filed against GMA, and the politically-motivated trial of soldiers involved in the Oakwood mutiny fueled this confrontation, and the crisis would continue to fester as long as the corruption charges and legitimacy questions leveled against the GMA administration are not resolved with credibility.

AKBAYAN urges all forces to seek a peaceful and civilian solution to this incident. We must avoid bloodshed at all cost, and democratic solutions to this problem are only possible through non-violent means. No deadline should be imposed on the Magdalo soldiers since it would only create a climate conducive to a bloody confrontation between the soldiers. A deadline should be imposed for the realization of democratic, peaceful, and credible resolutions to political crisis, and not on a crisis situation that could potentially be violent.

We warn the administration against the use of force to end the situation. The withdrawal of support has so far been peaceful, and the AFP and PNP must not initiate a violent response to the crisis. We warn the government against using the situation to enforce authoritarian measures against the opposition and the public in general.

We support efforts for negotiation to avoid bloodshed. However, negotiations must be founded on a more lasting resolution to the conflict: a credible closure to the allegations of fraud and corruption against the GMA administration, an end to extrajudicial killings, and the strengthening of our democracy.

Pressmeddelande om nästa veckas konferens i Manila

Nästa vecka åker jag till Manila på Filippinerna för att delta på en konferens om Aids. Pressmeddelandet kan du läsa nedan. På väg hem därifrån kommer jag att stanna till i norra thailand för att träffa organisationer från den Burmesiska oppositionen, och skapa mig en bild av läget på plats. Det ska bli jättespännande och intressant. Det är extra viktigt nu när det inte skrivs så mycket om konfliken i Burma. CNN:s kameror är borta, och världen riktar sitt intresse åt andra håll, men lidandet och övergreppen fortsätter, då är det viktigt att fortsätta jobba med frågan och låta burmeserna veta att vi fortsätter att bry oss och satsar på att stödja deras arbete för demokrati.
Jag ska försöka blogga under resans gång, men vet inte hur pass uppkopplad jag kommer att vara. Förhoppningsvis så ska det funka, så håll koll!

Riksdagsledamöter deltar i ett internationellt möte om hiv/aids med parlamentariker från hela världen
Riksdagsledamöterna Kenneth Johansson (c), ordförande i riksdagens socialutskott, och Olle Thorell (s), ledamot av riksdagens utrikesutskott, deltar den 28-30 november i det första globala parlamentariska mötet om hiv/aids i Manila, Filippinerna. Mötet har förlagts i nära anslutning till Världsaidsdagen den 1 december.
Temat för mötet är parlamentens roll och ledarskap i kampen mot hiv/aids. Vid konferensen kommer Interparlamentariska unionen (IPU) att presentera en parlamentarisk handbok om hiv/aids som tagits fram av en arbetsgrupp inom IPU. Fram till utnämningen som handelsminister i september 2007 ingick dåvarande riksdagsledamoten Ewa Björling i arbetsgruppen. Vid mötet i Manila kommer också ett underlag om parlamentens roll i arbetet att försäkra människor tillgång till medicinsk behandling att diskuteras.

Sverige har under flera år spelat en stor och viktig roll i det internationella arbetet för att bekämpa spridningen av hiv och aids. Mötet i Manila, med deltagare av parlamentariker från hela världen, är viktigt just för att den parlamentariska nivån har så stor betydelse för öppenheten och ledarskapet i denna fråga,

Även om vi ser sjunkande priser på bromsmediciner är ökade insatser för vård och behandling fortfarande nödvändiga. Effektiva insatser för vård och behandling ställer dock krav på utvecklingsländerna och vårt utvecklingssamarbete att skapa förutsättningar för fungerande hälsosystem för medicinsk behandling också i svaga och fattiga länder.
